The design features three sculptural buildings connected underground, representing Germany’s three branches of government: executive, judiciary, and legislative. Their triangular arrangement not only defines the ensemble but also reflects the principle of separation of powers.
Facing the Leipziger “Ring,” the open ground floor invites the public in and allows the complex to merge naturally with the city. The exhibition area, built using post-and-beam construction, is bright and transparent during the day and glows softly at night.
In contrast, the two taller volumes convey a sense of calm and protection. Their sleek glass facades highlight the bold triangular geometry, while also reflecting the level of public accessibility—ranging from open and transparent to more reserved and enclosed.

Three rising structures mirror the three pillars of justice at the heart of Germany’s legal system – a symbolism reinforced by their triangular shape, which also reflects the number three.

A compact glass pavilion opens to the viewer, framed by two larger, closed forms serving as a quiet architectural canvas.

The exhibition building—the heart of the complex—funnels visitors from the street with its welcoming concave entrance.
